【媒体报道】中国日报海外版调研海南自贸港营商环境报道

2021年9月24日，中国日报海外版对“营商环境看海南”调研活动进行报道。我会常务副会长兼秘书长李高卫全程参与本次活动，为海南自贸港营商环境建言献策。

“营商环境看海南”由中共海南省委宣传部指导，中共海南省委网络安全和信息化委员会办公室、海南省优化营商环境工作专班办公室主办，广东省海南商会是协办单位之一。中央媒体自贸港行央媒采访团走访调研了海口、万宁、三亚等海南重点园区与企业，关注海南在优化营商环境上采取的新措施、发生的新变化、取得的新成就。

Media tour explores business environment in Hainan

A media tour organized to publicize the business environment in China's southernmost Hainan province was launched on Sept 13 in Haikou, capital of Hainan.

The event involved national media including Xinhua News Agency, Economic Daily, Guangming Daily, China Daily, China News Service, and Xinhuanet.

They visited Haikou, Wanning, Sanya, Qiongzhong, and Yangpu where interviews and surveys were conducted at key industrial parks and enterprises.

Hainan has issued an action plan for optimizing the business environment for three consecutive years, creating more than 100 system integration innovation cases, according to Zhang Xiangguo, deputy secretary-general of the Hainan provincial government and director of the Hainan Business Environment Optimization Office.

The Hainan government launched a platform for handling business environment issues earlier this year. It pushes for addressing issues by mapping out and removing obstacles one by one.

The media group will present Hainan's achievements in optimizing the business environment from different perspectives with a focus on the "reform and innovation results", "the vitality of market entities" and "cadre work style". 

Their investigation-based reports will also reveal difficulties in implementing systems and solving problems for market players in order to help further improve Hainan's business environment.

Li Gaowei, executive vice president and secretary-general of the Hainan Chamber of Commerce in Guangdong Province, said that the business environment should be optimized in three aspects, namely, internationalization, rule of law, and convenience.

He said that the construction of the rule of law in Hainan is a key part of the development of the Hainan Free Trade Port. To promote it, it is necessary to make greater efforts to streamline administration and delegate power, improve regulation, and upgrade services.

Business environment is an important manifestation of regional soft power. A good business environment is the basis and safeguard for the survival and development of enterprises, said Ning Hao, chairman of Hainan Suyue Technology.

Ning noted that Hainan has made outstanding achievements in system integration and innovation, investment freedom and convenience, and business environment improvement.

The country is striving to build Hainan into a globally influential free trade port by middle of the century.

Reporters find Sanya's business environment quite alluring

A group of national media reporters toured Sanya in South China's Hainan province on Sept 15 to personally experience the highly supportive business environment of the city.

They visited the Sanya Real Estate Registration Center and interviewed business representatives, Sanya's government service departments and institutions.

According to officials, Sanya relies on the "Hainan e-registration" platform and the "comprehensive window for starting a new enterprise" to provide "one-stop" services for enterprises that require no application fee.

At present, registration and review for materials concerning new enterprise establishment can be completed within one working day in Sanya.

Statistics show that from January to August this year, 39,269 new market entities were added in Sanya. Newly registered enterprises and individual businesses increased by 70.66 percent and 73.14 percent, respectively, over the same period last year.

The Sanya Municipal Affairs Center practices list-based management for all items requiring administrative approval, gives one-time notification, clarifies the basis for the application of items, standardizes the approval process, simplifies application materials, and continues to optimize the approval process to reduce time.

The media tour was part of an event aimed to promote Hainan's dynamic business environment.

Wanning improves business environment in its own way

导读：9月14日，万宁市委书记贺敬平接受采访时表示，万宁正在从三个方面改善当地营商环境：一是重点打造全产业链；第二是服务企业全生命周期；第三是建设有公信力的政府，完善社会管理体系。

Wanning, a coastal city in South China's Hainan province, has an ambitious goal of building a number of industries valued at over 10 billion yuan ($1.55 billion), said local officials during an interview by a group of national media reporters on Sept 14. 

According to Party chief He Jingping, Wanning, at the eastern coast of tropical Hainan island, is improving the local business environment in three ways: the first focus is on serving full industrial chains; the second focus is to support the entire life cycle of an enterprise; and the third key point is building a reputable government and an integral society.

Wanning municipal administrative examination and approval service bureau now undertakes 345 examination and approval items transferred from 22 departments in the city and 51 items delegated from provincial departments. The examination and approval time has been reduced by more than 70 percent and procedures have been cut by more than 50 percent.
